Routing rules are processed in the order in which they are listed in the Routing container. Therefore, you must make sure that all rules are in the correct process order. For example, you may require that a "blacklist" rule be evaluated before any other rules that may modify the dialing string.
To change the order of a rule listed in the Routing container, simply drag and drop the rule to a new position. Then click the Recalculate Routes toolbar button to force the server to re-evaluate the active route rules.
