Adding Highlights in the Facsys Fax Viewer

When the Fax Viewer's Highlighter tool is selected, the mouse cursor changes to a "cross-hair" cursor. Similar to the Text tool, hold down the mouse button, and drag the mouse to create a highlight area.

When the mouse button is released, the yellow highlight is added to the selected area.
